Childcare centre converted from car park space to open at Wisteria Mall

The new facility is going to be operated by Artemis Preskool and is endorsed by the Early Childhood Development Agency (ECDA).

“We are delighted to provide the very first CSFS child care center that has been converted from car park spot to Singapore,” mentions Andrew Moore, head of real estate for Asia Pacific at Schroders Capital.

Schroders purchased the mall from BBR Holdings in 2022 for $208 million. The shopping center is the commercial component of 99-year leasehold, mixed-use property development The Wisteria in Yishun, that includes a 216-unit flat.

According to Knight Frank, the demand for a child care center to service the bordering neighborhood had been recognized by the mall’s operator– international investment management firm Schroders– ever since early in 2023. As Wisteria Mall was already constructed to its highest allowable GFA, the business tapped on the CSFS to change section of the presenting car park space into a childcare centre.

At the same time, CBRE was assigned as campaign administrator to supervise building plans and submissions to relevant authorities to get the necessary statutory endorsements, including URA authorization for the update of use.

The CSFS gives reward gross floor area (GFA) to growths for the reasons of neighborhood and sports uses, subject to an overall cap of 10% of the maximum permissible GFA for the site within the Master Plan or 21,528 sq ft, whichever is lower.

Knight Frank was assigned to inform Schroders on the procedures, terms and conditions of the CSFS and ECDA licensing framework, along with verifying the necessity for child care programs in the local area.

According to Knight Frank, the remodeling required extensive actual facilities to uphold the centre’s operations, a brand-new people lift resulting in the new center, alloted parking lots for customers, and secure access to an outside backyard in a nearby HDB estate. The whole planning and development process took over 14 months to finish.

A brand-new child care centre is arranged to open up at Wisteria Shopping center on July 1. Situated at the shopping mall’s second floor car park, the day care center is the very first child care hub under URA’s Community/Sports Facilities Scheme (CSFS) converted from parking area space says Knight Frank Singapore in a June 25 news release.

He adds that new facility will broaden Wisteria Shopping center’s lifestyle offerings at Wisteria Mall and belongs to Schroders’ continued rejuvenation of the shopping center since acquiring the building.
