Final two pandemic-delayed BTO projects completed: HDB
Placed along New Punggol Road, Punggol Point Cove (Stage 2) consists of 1,179 units of two-room flexi, 3-, 4- and five-room apartments all over six home blocks. Following pandemic problems, the work’s last block was completed twelve month from its original Probable Completion Date (PCD) earlier this month.
As at Jan 15, 657 houses or 59% of 1,109 lined up units have picked up their keys.
The final block, which was postponed by six months from its initial PCD, was accomplished in mid-January.
The two Build-to-Order (BTO) projects, Punggol Point Cove (Stage 2) and Kempas Residences, mark the completion of HDB’s pandemic-delayed property ventures. Overall, the 92 plans have delivered over 75,800 brand-new flats to Singaporeans over the last five years.
The remaining ventures had waiting times of up to 5 years. On the whole, over 18,000 apartments were finished in 2024, says HDB.
Currently, 110 HDB housing projects are under construction, up from 95 a year ago due to the increase in BTO supply in recent years. HDB says it is on track to accomplish around 17,000 condos all around 27 plans in 2025.
Situated between Serangoon Road, Lavender Street and Boon Kheng Road, Kempas Residences BTO project has 583 units of two-room flexi, three-, four-room flats throughout four residential blocks.
The 22 housing projects included two Shorter Waiting Time (SWT) ventures, that were finished in just a waiting duration of a lot less than 3 years. The SWT projects, Parc Glen at Tengah and Grove Spring at Yishun, consisted of a total amount of 1,995 apartments.

According to HDB, the finalization of Punggol Point Cove (Phase 2) marks the completion of all apartments in the Punggol Point District. This includes Punggol Point Cove (Stage 1), Punggol Point Woods and Punggol Point Crown BTO projects, which were finished in 2024.
Minister for National Development Desmond Lee has recently released the completion of the final two pandemic-delayed ventures from HDB, according to a Jan 20 release.
HDB is expected to notify the waiting flat proprietors of their key collection date soon, following the finalization of the final blocks among both projects this month.
Apartment owners of Punggol Point Cove (Phase 2) have been getting the keys to their new house from November 2024, whilst key collection for Kempas Residence commenced in mid-January this year.
As at Jan 15, 37 houses or about 7% of 555 booked units have collected their keys.
In 2024, HDB completed a sum of 22 housing properties, 17 of which were postponed by the pandemic. With the exemption of one that was postponed due to non-pandemic causes, the standing 4 house projects were completed promptly.
